Institutional and Financial Assistance Information for Students
- General Information regarding paying your fees and the availability of funding. Prospective students should ensure they will have the funding available to fund their studies from registration to the completion of their course.
- If you are in receipt of Federal Student Aid or a private loan from a US-based lender or plan to receive this funding, further information can be found on our US Loan Webpages.

Financial Aid Information
Any queries regarding Financial Aid can be directed to USloans@le.ac.uk
- Foreign institutions including Â鶹ÊÓƵ are not eligible to administer PELL grants or Work-Study funds, and have no access to other ‘Campus Based’ Funds
- In order to access Direct Loans to support your studies, you must complete a Free Application for Federal Student Aid (FAFSA) which can be found on the above website, and confirm that Â鶹ÊÓƵ is your nominated School. Upon receipt of the student’s FAFSA information, we will contact the student by email to confirm any additional information that is required to support processing of their Direct Loan application.

- Information regarding loan disbursements
- Students have a right to cancel all or part of their Federal Student Aid within 30 days of receipt of notification 3 of the loans being originated. Students can cancel all future disbursements at any point during their loan period prior to the disbursement dates. Â鶹ÊÓƵ sends advanced notification of upcoming disbursements at least 14 days prior to the disbursement dates to provide an estimated GBP conversion of the funds based on an estimate of the current exchange rate and to give the chance for students to either reduce or cancel the disbursement. Once a disbursement date has passed the disbursement cannot be amended by the University but all students are able to return any unwanted funds within 120 days without incurring any interest charges. Funds are returned to the loan servicer; students should contact their loan servicer for further information on this process.
- The terms and conditions of Title IV HEA (Higher Education Act) loans are available to all students through their Master Promissory Notes (MPN), and the Entrance and Exit Counselling requirements of the Federal Student Aid process.
In order to assess loan applications, the Â鶹ÊÓƵ require the following:
- New MPNs to be completed during each year of access to Federal Student Aid.
- to be completed for all first-time Direct Loan borrowers (other than Parent PLUS loans whereby it is recommended but not required), at the beginning of each academic year of study where applicable and prior to the first disbursement. Completing exit counselling ensures borrowers are aware of the Federal Student Aid terms and conditions of the loans and their expected repayment schedule.
All students or borrowers (other than Parent PLUS loan borrowers where it is recommended but not required) must complete towards the end of the final term/semester of enrolment for the student at the Â鶹ÊÓƵ.
Completing exit counselling ensures borrowers are aware of the Federal Student Aid terms and conditions of the loans and their expected repayment schedule.
All students who cease attending at a rate of at least half-time must also complete exit counselling as soon as they cease attending at the required half-time rate.
Any student who fails to complete exit counselling will receive a link to this from the US Loans Team USloans@le.ac.uk and will be reminded of the importance and requirements to complete exit counselling.

Master Promissory Note (MPN) for Federal Student Loan Borrowers
Prior to any origination of Direct Loans (this could be a set combination of Subsidized, Unsubsidized, Graduate Plus or Parent PLUS depending on eligibility), all applicants are required to complete a digitally signed copy of the relevant . The Master Promissory Note (MPN) is a legal document which contains information about the rights and responsibilities of students and schools under Title IV, HEA (Higher Education Act 1965) loan programs and in which you promise to repay your federal student loan(s) and any accrued interest and fees to your lender or loan holder. There is one MPN for Direct Subsidized/Unsubsidized Loans and a different MPN for Direct PLUS Loans.
Entrance Counselling for Federal Student Loan Borrowers
Prior to any origination of Direct Loans, applicants (where applicable) are required to complete . The counselling procedure contains information about the rights and responsibilities of students and schools under Title IV, HEA (Higher Education Act 1965) loan programs.
PLUS Credit Counselling for Federal Student Loan Borrowers
PLUS Credit Counselling is required if the U.S. Department of Education has informed you that you have an adverse credit history and you have a). Obtained an endorser or b). Documented extenuating circumstances to the satisfaction of the U.S. Department of Education.
PLUS Credit Counselling can be completed voluntarily at any time. If PLUS Credit Counselling is completed voluntarily and you are determined to have an adverse credit history by the U.S. Department of Education within 30 days of PLUS Credit Counselling completion, your PLUS Credit Counselling requirement will be considered to be fulfilled.
Exit Counselling for Federal Student Loan Borrowers
Exit counselling provides important information to prepare the student to repay their federal student loan(s). Prior to the end of the final academic year for Direct Subsidized, Direct Unsubsidized, and/or Direct Graduate PLUS Loans, students who have received a subsidized, unsubsidized or PLUS loan(s) under the Direct Loan Program, must complete each time they drop below half-time enrolment, graduate, or leave school. This counselling complies with all Federal Exit Counselling requirements.
Cost of Attendance
The total Cost of Attendance (COA), and therefore the maximum amount of funding available, is the calculated cost of tuition and fees plus expected living expenses for the current academic year of study, converted into USD. The exchange rate used for this conversion is an estimated rate, the rate used to covert your loan disbursements will be the actual exchange rate received on the day of each disbursement conversion.
The cost of tuition fees is based on the actual cost for each student as the fees vary for each course. The course fee can be found on the individual course pages. The other expenses are based on a typical student and vary based on the type of accommodation a student selects such as University managed or private accommodation. Universities are only allowed to certify up to ‘reasonable’ costs with the cost of attendance being for education purposes only and not overly expensive or luxury accommodation or other expenses.
Students who have exceptional circumstances and require additional funding for these expenses (for example care for dependants or disability related expenses) should submit evidence of these for consideration by the US Loan Team USloans@le.ac.uk
If comparing the available financial aid available with that available at other universities, please ensure the comparison is based on the total cost of attendance and not the amount of financial aid offered.
Professional Judgement
The majority of decisions made by the US Loans Team regarding funding are solely determined by the Federal Regulations governing Federal Student Aid. However, there are certain circumstances where Professional Judgement can be applied.
When there are unusual situations or special circumstances that impact your federal student aid eligibility, federal regulations give a financial aid administrator discretion or professional judgment on a case-by-case basis and with adequate documentation to make adjustments to the data elements on the 'Free Application for Federal Student Aid' (FAFSA) form that impact your Student Aid Index to gain a more accurate assessment of your family's ability to contribute to your cost of education. The U.S. Department of Education does not have the authority to override a school's professional judgment decision.
Â鶹ÊÓƵ can also use Professional Judgement to make amendments to the Cost of Attendance for a student or their dependency status; known as a dependency override. Students may request any of the above-mentioned adjustments based on special or unusual circumstances; the Â鶹ÊÓƵ will assess, document and process these requests on a case-by-case basis.
Special Circumstances are where the University can consider amending the Cost of Attendance or Student Aid Index calculations and Unusual Circumstances relate to the University considering amending the dependency status (dependency override) based on a unique situation faced by a student.
Private Loans
All students, applicants and family members considering securing a private educational loan in order to fund studies at the Â鶹ÊÓƵ should investigate their eligibility for Federal Student Aid. Please be aware Federal Student Aid funding may offer more favourable terms and conditions compared to those offered by private educational loans and the associated lenders. No advice on loan types to consider will be given by the University, potential students and borrowers should undertake their own independent research to determine which loan type(s) they wish to borrow.
The Â鶹ÊÓƵ does not have any current preferred lender arrangements with private lenders. Any such arrangements would be published here.
Please note the Â鶹ÊÓƵ advises students that we are only aware of Sallie Mae & Earnest in terms of private lenders that are willing to work with us. This does not mean Sallie Mae or Earnest are a preferred lender, we are willing to work with any private lender students decide to use.
The University does not solicit, extend or make private educational loans so is not subject to the Federal Reserve’s regulations on private educational lenders.
Any private loan borrowing is still limited based on the Cost of Attendance in the same was as Federal Student Aid. A combination of loans is allowable but the total borrowing cannot exceed the Cost of Attendance.
Pursuant to Section 155 of the Higher Education Act of 1965, amended, (HEA) and to satisfy the requirements of Section 128(e)(3) of the Truth in Lending Act, a lender must obtain a self-certification signed by the applicant before disbursing a private education loan.
The Â鶹ÊÓƵ is required on request to provide this form or the required information, only for students admitted or enrolled at the University. This will help the applicant make an informed choice.

Ineligible Programs - Programs ineligible for Federal Student Aid
The Â鶹ÊÓƵ is unable to approve Federal Student Aid for any of the following programs:
- All Distance Learning (Telecommunication) Programs
- All Postgraduate Certificates and Diplomas
- Medicine MBChB
- All Nursing and Midwifery Programs
All courses that involve more than 25% of study away from the Â鶹ÊÓƵ are ineligible; this includes periods of study abroad and industry placement that are for more than 25% of the total course length. This means the following courses are all ineligible:
- Programs including study at Leicester International Institute, Dalian University of Technology
- Programs including study at Chongqing Medical University
- Programs including study at The Apollo University (TAU)
- All postgraduate courses inclusive of an Industry Placement
Regulations 34 CFR 600.52 and 34 CFR 600.54 permit up to 25% of a program to be provided by an ineligible institution that meets the requirements outlined in 34 CFR 600.52 or an eligible institution in the United States. This means undergraduate courses including a Year in Industry and some undergraduate courses including a Year Abroad are eligible for Federal Student Aid as the Year in Industry is at most 25% of the total program length.

Whether a course inclusive of a Year Abroad is eligible for Federal Student Aid depends on whether the Year Abroad is classed as Integrated or Nonintegrated. An Integrated Year Abroad counts towards your overall degree classification whereas the Nonintegrated Year Abroad does not.

If you are unsure if the Year Abroad of a course you are looking to enroll on or have enrolled on is Integrated or Nonintegrated you should contact either your academic department or the Admissions Team.
Refund Policy, Requirements for Withdrawal and Return of Title IV Financial Aid

- Students with contracts with other organisations such as private accommodation not managed by the University or utility companies should check with them directly regarding any refund or cancellation policy and consult the signed contract for terms and conditions.

- Funds will be returned to the US Department of Education if a student leaves their course in lien with our Return to Title IV Policy
- Any changes in enrolment status for a student funded through Federal Student Aid will be reported to the National Student Loan Data System (NSLDS).
Students considering permanently withdrawing from their studies are advised to speak with their academic department and if necessary, any of the support services at the University. When considering withdrawing the financial implications students are to take into consideration the impact this will have on any funding and the amount owed to the university.

The form that should be completed by withdrawing students and their academic department is available on . The withdrawal date is determined as the last engagement date agreed by the academic department on the withdrawal form that will normally be attendance at a scheduled event or the submission of/attendance at an assessment and is not necessarily the last date of attendance.
A suspension of studies is an approved period of absence away from your programme of study. If something is affecting your ability to study and you need to take some time away then you may apply to suspend your studies and return at a later point.
Textbooks
Information relating to required and recommended reading will be provided by your academic department. If you have any queries regarding the reading lists, you can speak to your programme administrator, personal tutor or module leader. You are free to purchase your books from whichever shop you wish to, the Â鶹ÊÓƵ Library will be able to confirm if there are copies available for you to borrow. The Library can also provide you with guidance on how to remain within Copyright Laws when you are studying.
Data protection and privacy notices
The University is required to be compliant with the General Data Protection Regulation (GDPR).
Information Assurance Services maintains and supports the University’s Code of Practice for Data Protection that is designed to ensure full compliance with the legislation, and provides the following services:
Development and maintenance of polices designed to ensure compliance with the Data Protection legislation.

- Provision of advice and guidance to all areas of the University.

As an institution participating in the Federal Student Aid program, the University is subject to the information security requirements established by the Federal Trade Commission for financial institutions. All data and Personally Identifiable Information (PII) relating to the administration of Federal Student Aid including financial information provided by students and their parents is collected, accessed, stored, distributed and disposed in line with the University’s Information Security Policy. The access to this information is restricted to only the staff members with a responsibility for the administration of Federal Student Aid.
The Family Educational Rights and Privacy Act of 1974 (FERPA) is a federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.
For more information regarding FERPA, visit the . FERPA affords students who have attended a post-secondary institution the following rights related to their education records:
- Inspect and review information in your education record
- Request amendment of your education record
- Consent to disclosure of personally identifiable information in your education record
- File a complaint with the U.S. Department of Education (Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington, DC 20202)
If you have any concerns regarding how your US Federal Loan has been processed you have the right to make a complaint to the US Department of Education. However, it would be preferable for you to contact the US Loan Team prior to doing this so we can attempt to resolve the issue you have. Confirmation of the rights the FERPA provide are communicated annually to all applicable enrolled students.

The Â鶹ÊÓƵ received its Charter from King George VI on 4 December 1950.
The University is included on the list of that can award degrees published on the government website.
The University also appears on the . The Register lists all the English higher education providers officially registered by the OfS. It is a single, authoritative reference about a provider’s regulatory status.
Mature Student Policy
In order for U.S. students to be eligible to receive federal financial assistance, they must possess a secondary school completion credential or its equivalent (See 34 CFR 600.54). Â鶹ÊÓƵ does not have a Mature Student Policy, the same minimum entry requirement will apply to all applicants regardless of age.
Study Abroad Information
Students enrolled at the Â鶹ÊÓƵ as a study abroad student as approved by their home institution may be considered to be enrolled at the home institution when applying for assistance under the Title IV programmes.
External debt collection
If any tuition or accommodation fees a student is liable to pay for remain outstanding, the overdue debts may be referred to , the University’s external debt collection agency.

Information about the services, facilities and support available to students with disabilities is provided by our AccessAbility Centre.
National Student Loan Data System (NSLDS)
The details of all disbursed Direct Subsidized, Unsubsidized and Graduate/Parent PLUS Loans will be submitted to the National Student Loan Data System (NSLDS), which is maintained by the US Department of Education. This information will be accessible to guarantee agencies, lenders, and schools, determined by the US Dept. of Education to be authorised users of the data system.
Educational Loans Code of Conduct
In order to avoid conflict of interest, the Â鶹ÊÓƵ, its staff members and any agents acting on behalf of the University are prohibited from:
- Securing revenue-sharing agreements with lenders
- Accepting gifts from lenders, guarantors or loan servicers
- Entering into contract arrangements with lenders
- Directing borrowers to particular lenders
- Offering funds for private loans such as opportunity pool loans
- Refusing to process or delaying process of loan applications
- Receiving compensation for serving on a lender’s advisory board

Misrepresentation
The Â鶹ÊÓƵ will not provide any false, erroneous, or misleading statements to a student or prospective student, to the family of an enrolled or prospective student, or to the U.S. Department of Education regarding loans or the courses the University offers. This includes the nature of our educational programmes, the nature of any financial charges or the employability of graduates following completion of our courses.
The University of expects each member staff at the University promote such an environment. Published information on the University website, and in the University’s marketing materials are reviewed carefully to ensure accuracy.

The University has a duty of care under civil law to everybody on University sites. Our Safety Services provide information in relation to health and safety including what to do in the event of a fire alarm.
